Efficient Energy Planning joins zone, sector and slope thinking. Zones respond to frequency of use and attention; sectors trace external energies such as sun, wind, fire or views; slope shapes gravity, access and water movement. Efficiency means meeting the function with appropriate effort and loss, not merely minimising human presence.
Practical meaning: Record journeys and maintenance frequency, map seasonal sectors and read contour and slope. Place frequently tended elements where access is realistic, work with beneficial flows and protect against hazardous ones. Compare the whole-life energy of construction, operation and maintenance rather than relying on a single technology label.

The master register records this principle across Designs 1–10 but does not locate the exact phrase. Design 04 nevertheless supplies a verified connection: its energy proposal combines solar, wind and possible biomass, considers prevailing flows, storage, efficiency and monitoring. This is an Academy interpretation of documented design reasoning, not proof that Mark invoked this exact title or that the proposed system was completed.

This ecological design principle comes from Bill Mollison and Reny Mia Slay’s Introduction to Permaculture (1991), where the source wording is “Efficient energy planning: zone, sector and slope”. It belongs to an early practical teaching set focused on placement, function, energy, living resources, scale, succession, diversity and edge. This page uses the authorised catalogue title “Efficient Energy Planning”; although teaching summaries use minor wording variants, these do not make the principle part of David Holmgren’s later twelve-principle formulation.
